Are you small for your construction NAICS code?

Pick your code, enter your average annual receipts, and see whether SBA counts you as small. Every number comes straight from the size standards table in 13 CFR 121.201.

Include your affiliates. See how SBA figures the average below.

Work out your 5-year average

Total receipts for each of your last 5 completed fiscal years. The average is the total divided by 5 (13 CFR 121.104(c)(1)).

Choose a NAICS code and enter your average annual receipts. Your answer shows up here, along with every other construction code you would still be small for.

The rules

How SBA figures your average annual receipts

The size standard only works if the number you compare is the one SBA would use. These are the rules from 13 CFR 121.104 and 121.103, as published on eCFR.

Five completed fiscal years, divided by 5

If you have been in business 5 or more completed fiscal years, annual receipts are your total receipts over the most recent 5 completed fiscal years divided by 5. 13 CFR 121.104(c)(1)

Under 5 years in business, or a short year

Total receipts for the time you have been in business, divided by the number of weeks in business, times 52. If one of your 5 years is a short year, SBA uses the short year plus the 4 full years, divided by the total weeks, times 52. 13 CFR 121.104(c)(2) and (c)(3)

The 3-year option is not for contracting

A 3-year average still exists, but only for SBA's Business Loan, Disaster Loan, Surety Bond Guarantee, and SBIC programs. A firm in business 3 or more completed fiscal years may choose either the 5-year or the 3-year average for those programs. Everything else, including federal contracting, uses 5 years. 13 CFR 121.104(c)(4)

Subcontractor costs stay in

Receipts are generally total income plus cost of goods sold, as reported on your federal tax return. You cannot back out subcontractor costs, reimbursements for purchases made at a customer's request, or payroll taxes. Sales and other taxes collected from customers and passed to a taxing authority are excluded, and so are transactions between you and your affiliates. 13 CFR 121.104(a)

Affiliates' receipts count

Companies are affiliates when one controls or has the power to control the other, or a third party controls or has the power to control both. It does not matter whether the control is used. SBA counts the receipts of your firm and all of its domestic and foreign affiliates (13 CFR 121.103(a)(1) and (a)(6)), adding each affiliate's average annual receipts to yours (13 CFR 121.104(d)(1)). If you acquired a company or were acquired during the measurement period, its receipts count for the whole period, not only after the deal (121.104(d)(2)).

Changes are proposed, not final. On August 20, 2026, SBA published a proposed rule with new size standards (Federal Register 2026-17042) and later extended the comment period to November 20, 2026 (2026-19546). Until a final rule takes effect, the table below is the one that applies.

Footnote 2 · 237990 exception

Dredging and Surface Cleanup Activities, $37.0M

"To be considered small for purposes of Government procurement, a firm or its similarly situated subcontractors must perform at least 40 percent of the volume dredged with their own equipment or equipment owned by another small dredging concern."

The eCFR table prints this row as "237900 (Exception)". Footnote 2 of the same table identifies it as NAICS code 237990, and 237900 is not a 2022 NAICS code.

Footnote 13 · 238990 exception

Building and Property Specialty Trade Services, $19.0M

"If a procurement requires the use of multiple specialty trade contractors (i.e., plumbing, painting, plastering, carpentry, etc.), and no specialty trade accounts for 50 percent or more of the value of the procurement, all such specialty trade contractors activities are considered a single activity and classified as Building and Property Specialty Trade Services."
